Berkeley Schools Excellence Program (BSEP) Planning & Oversight Committee

For twenty years the continuing generosity of Berkeley taxpayers strengthens Berkeley schools and gives Berkeley public school children many opportunities for quality education which they would not otherwise have. In return, parents and community on the district-wide Berkeley Schools Excellence Program (BSEP) Planning & Oversight committee (P&O) have been vigilant in assuring that the funds generated by special tax measures approved by the voters are spent appropriately.

The P&O Committee, with representatives from every school, provides oversight to ensure all funds are spent according to the law, and develops and recommends to the School Board how BSEP money should be spent. Before Measure A funds are spent, spending proposals may be discussed in Planning & Oversight subcommittees, and then receive two readings at the P&O. After approval by P&O, the proposals are sent to the School Board for approval.

Each December-January the Planning & Oversight Committee also reviews and sends to the School Board the BSEP Annual Report for the previous fiscal year.  The ByLaws were revised and adopted by the School Board in Spring 2009. Measure A revenues  total about $22 million in 2010-11. The 10-year measure was approved by the voters in November 2006 with approval of almost 80% of the voters.
