Superintendent’s TWI Consolidation Recommendation June 6, 2012
The Superintendent’s Two Way Immersion (TWI) Task Force began meeting in September, 2011 on the request of the School Board. The purpose of the TWI Task Force is to consider the consolidation of the TWI classsrooms currently operating in three Berkeley elementary schools (Cragmont, LeConte, and Rosa Parks) into one elementary school as well as the effects of such a change on the Thousand Oaks Bilingual Program and other services for English Language Learners.
The TWI Task Force Meetings are scheduled for the following meeting dates:

January 10, 2012,
February 7,
March 6,
March 20, (Special location: Rosa Parks Elementary School Library, 920 Allston Way)

Background:
This effort is the product of several years worth of discussions and study among many stakeholders in the District, as well as the review of the research in this area. Some of this research includes Collier & Thomas, Astounding Effectiveness_of Dual Language Education for All, and Lindholm-Leary, Review of Research and Best Practices on Effective Features of Dual Language Programs. In January 2011, a forum was held at LeConte Elementary School to present information about TWI to incoming spanish-speaking kindergarten parents, featuring graduates of the bilingual programs in Berkeley. Video of that event can be found here. . Finally, a study, Effectively Implementing Two-Way Immersion in Berkeley, was also presented to the School Board in May, 2011.
In May 2011, the School Board voted 5-0 to direct the Superintendent to convene a group of parent, teacher, and administrative representatives to consider the recommendation to consolidate the TWI classrooms currently serving students in three Berkeley elementary schools.
